The Women’s Cannabis Project has developed a European policy framework for medical cannabis in women’s health conditions. The initiative builds on US state decisions and concerns prescription medicine, not industrial hemp or CBD products.
In December 2016 an ACMD working group filed a report that locked in 12 phytocannabinoids as controlled substances under UK law. The chair moved to GW Pharmaceuticals the following year. The report contains no formal conflict-of-interest declaration. A FOI tribunal and an ICO investigation are now examining what the Home Office knew.
EFSA set a provisional safe intake level for CBD of ~2 mg/day in February 2026. Behind the number lies a deeper structural problem: hemp has been consumed in Europe for thousands of years, but a 2019 reclassification brought the plant’s extracts under a regulatory logic designed for entirely new foods.
