ACMD’s 2016 phytocannabinoid report — the UK policy that shaped CBD, and the questions it never answered
In December 2016 an ACMD working group filed a report that locked in 12 phytocannabinoids as controlled substances under UK law. The chair moved to GW Pharmaceuticals the following year. The report contains no formal conflict-of-interest declaration. A FOI tribunal and an ICO investigation are now examining what the Home Office knew.
